IZYUM, Ukraine—As war raged around this Russian-occupied city in eastern Ukraine over the summer, the sole Russian radio station in operation offered some respite for children: a camp by the Black Sea.
Olena Karyaga had never been separated from her sons before, but they pleaded to go, and it seemed like the only way to protect them from the violence.
“I couldn’t imagine they wouldn’t come back,” she said.
